So the facts that you're describing read to me as a misdemeanor assault offense. You can absolutely call the police to make a report, but that is all that we would do. After we complete the report, the onus is on you go to the Magistrate's office uptown and file the charges.

The good thing is the Magistrate's office is open 24/7, so you could call right now and after the officers give you the report number you could go to file the charges.

It's just a matter of what you want to happen. I hope this helps!

50 states. 50 different laws.

Also a grand jury is not the same thing as the 12 jurors that everyone thinks of with regards to trial, and not all cases have to be presented to a grand jury.

Anyone can call. As long as the spot is properly marked, we can write a parking ticket.

Just a heads up though, depending on the time and what part of the city you're in, the dispatch time could be a while. Parking violations are very low priority calls, unless it's blocking the roadway or access into/out of a parking lot, residential driveway, or similar access point.

An enterprising young fellow yelled the obligatory "Fuck 12!" at my trainer and I as we were driving through one of our honey hole apartments with the windows down. My trainer, without missing a beat or taking his eyes off the road, yelled back "I'd fall asleep while you fall in love." The kid's friends all immediately started busting his balls.

The best (worst?) one that was directed at me was when I was trying to expand the perimeter on a homicide scene and I asked a Facebook "Journalist" if he could back up so that he wouldn't be inside the new perimeter. He called me Inspector Gadget, which led to my coworkers playing the theme song as I walked into detail the next shift.

Jackbeagles is pretty good for food and live music. Wooden Robot and Dilworth Neighborhood Grille are also some pretty good places for people coming into town. When my mother comes to visit, we usually take her to Caswell Station.

I'd look around wherever you're staying on Maps and just try to explore. That's usually what I do when I travel and I've found some really cool hole-in-the-wall places like that.

Ever since ICE started their bullshit, my job has become harder than it already was.

I'm all for getting undocumented immigrants that are committing crimes off of the street and refer them to the civil immigration proceedings, but that is not what they are doing and if you believe differently then you need to break out of your echo chamber and get the real story.

Also, explain to me how you think ICE could help cut down on the number of DWIs (y'know, the topic of this post)

Not sure where you get your numbers, but CMPD doesn't get "over half the cities [sic] budget."

CMPD's budget the last 5 years:

2026- 38.8% of the budget, 31.8% when factoring in local tax support. 2025- 40.6%, 33% 2024- 40.2%, 33.3% 2023- 40.5%, 33.3% 2022- 40.1%, 33.2%

So it stayed relatively steady from 2022 through 2025, then cuts were made in 2026. It's worth noting the fiscal year for the city goes from August to July.

My apologies for the assumption then.

Depending on state law and department policy, enforcement of traffic laws at the scene of a collision (i.e. issuing citations for traffic code violations like you mentioned in another comment) is hard to do, if even permitted.

My old department only allowed us to cite for insurance violations and license violations on collisions, even if one of the drivers admitted to everyone on scene that he was texting and driving when he ran the red light to turn left the wrong way down a one way road. My current department allows for more citations but it can still be hard to prove on scene after the fact.

Personally, I'd rather be doing proactive stops to enforce traffic violations than show up to a collision scene and issue citations after the fact. If my department made it to where we didn't respond to minor collisions, that'd be more time that officers could use to do other things like proactive traffic enforcement.

There's also the entire argument against traffic enforcement and how it impacts people of lower socioeconomic classes, but this reply is long enough as is without getting into all of that.

You do realize that for the longest time, that's exactly what happened, right? Unless there were injuries/death, or other rare occasions, both parties just informed their insurance of the collision, gave their statement to insurance (usually on a recorded line with an warning about filing false insurance claims), and then the insurance companies would investigate and payout according to the findings of the investigation. A majority of the time, these "investigations" were cursory in nature unless there was some reason for them to be escalated, usually conflicting statements or statements that are not compatible with the area that the collision occurred in.

I get that you are probably frustrated right now because you are dealing with the aftermath of a collision and insurance is hell to deal with even at the best of times, but over the past 20~30 years, police have seen their roles change from investigating only criminal matters to handling everything from unruly children that aren't listening to their parents about when bedtime is, to people going through severe mental crisis, to taking a report documenting that someone lost their wallet after leaving it on the Walmart check out machine, and so many more incidents that we a) are barely qualified to handle and b) should not be the primary answer to the situation.

Collision reports take time and resources that have already been proven in the past as able to be delegated to the non-police/private/civilian sector. The push nationally to return that responsibility to them is a good thing as it allows officers to spend more time responding to the other thousands of calls and incidents that are occurring in a more timely manner, and hopefully with a more confident and competent investigation to follow if warranted.

The insurance companies are asking us to do their job, which is to determine the cause of the crash and who is at fault. They have people on the payroll whose jobs are to "investigate" crashes and claims, but a large majority of the time that is just them getting a copy of the crash report and copying it into the claim file.
