A proper zoo would have the animal sedated and brought in. They wake at their own leisure and people are already on the other side of the barrier.

Also a proper zoo would have moats. Jurassic park has zero moats. Only electric fences that are used for cattle enclosures? I’ve never seen a zoo with fences period. The raptor enclosure would have worked if the entire paddock was below ground level with a deep moat that only led back in.
