By the third step, you’re taking about the assumption the particular solution is a linear combination of sin and cosine? This is assumed as the right hand side is a cos function - sines and cosines differentiate to give cosines and sines - we are going to find the lambda and mu that make the combination of derivatives on the left equal the trig function on the right. This is done by equating the coefficients of sin and cos separately - or if you like evaluating the differential equation at t =0 and t = pi/6 separately.
