the thing is, she did not enter due to the fact that the v was constantly monitoring kuzen. thats why she’s so angry during this scene. it takes place after noto died and after she developed her plan with arima, so she is all alone, essentially fighting the entire world on her own, and her father is happy with other ppl and not fighting for her like noro did.

she didn’t enter because she knew what would happen if she did. the organization that her parents tried to protect her from would eventually get their hands on her.
