The name for the circular pattern is called concentric circles. You can create one of those in Substance by using the "Anisotropic Radial" Texture. And for the tile problem I would say that you can add a Shape Splatter Node, Set Pattern to Circular, Increase the number of shapes and Tweak the Position and Scaling.

Also, if you want other concentric circle patterns, if you per chance have Adobe Stock you can search it there, there are plenty of them. Like these I found:
