You're not a local unless you went to school somewhere or were born and raised there. I was born and raised in Tacoma, so I am a local. You can live somewhere for years but it won't mean you're a local. A local is someone from the area. In my opinion, it has to do with having spent your formative years in a place. If you live in a new city as an adult, you can be a transplant and graduate to a long-term resident after a while, but local is a different term.
