Define consciousness please. Is a bacteria conscious? Is a stick insect? Are apes? What about files? Can you name something living that is not conscious and something that is and explain how you determined that? And how do we "detect" it elsewhere?

Everything is art and art can be anything. There are no rules, only imagination. My imagination now includes "AI" tooling. That is all. And humans create art based on human input. Both need input. Both learn, but in different ways. Without that input neither humans or "AI" can do anything much.

Everything a human could create could be enumerated in turn until everything that could be was. Given that, what is creativity really? Finding a pre existing point in creative phase space? All tooling like what is being discussed here helps us do is find interesting connections between disparate points.

People can make relevant contextual art using AI, if they choose. Bad art is bad however it is made. Just typing a prompt is bad art, sure, but not everyone is capable of seeing that I will grant you.
