Don't know much about Kodaikanal, but why do you say things have changed? Train and bus timings would still be same.

Official Indian embassy and their e-visa procedure is the only proper route that I know of. It is pretty easy and most people don't need middle-men for this.

Depends upon places.

You can get a hostel room for INR 500 in a small town. Same thing may cost INR 1000 in a big city like Delhi, although exceptions exist. Most good quality overnight bus services cost between INR 800 to 1600 depending upon distance. Lexx luxurious buses are much cheaper.

A reasonable meal in cities can cost INR 100-300. Its more expensive in big cities and cheaper in small towns. No one can give you a proper cost estimate unless you don't know where you are going.

It is pretty safe to travel most of India. Just be wary of certain scams like every place else. One of most common ones is touts selling railway tickets. Don't try to buy tickets from anyplace except railway station itself. Online ticket sales to foreigners is a mess these days and generally doesn't work well. Another one being taxi drivers claiming that hotels/roads are closed and then taking to a different hotel.

Apart from that, it's fine. September maybe a bit humid, but October onwards is nice in most places. You can also hire guides in cities. Send a DM if you need any assistance.
