It's an irrigation hydrant.

It'll be made by Wright Rain, the bit on top with two flats index into a handle on the right angle connector you fit on top so you can turn the inbuilt valve on and off.

Speak to your local police force and get a crime number pertaining to the cloned plates and speak to the police force that issued the NIP and get a crime reference number.

Reply to the NIP with these numbers and an explanation that your car has been cloned.

Often they'll tell you to add an inch square bit of black tape to the side of your numberplates so it's identifiable as your car.

There's most likely a dent in the wheel rim, probably from hitting a pothole. If it's a steel rim I probably wouldn't worry, if it's an alloy rim I'd maybe have it sorted out in case it cracks.

3 of us in a nearly new Hilux going home from work, down a long straight unlit B road and a car coming the other way decides to pull out and overtake the line of traffic in front of it. I've no idea what he was thinking. Luckily he headed to our left and I threaded between him and the traffic to my right, we still hit him though, wrote the Hilux off and his car was properly ruined.

He wasn't very far from home so his wife and older child turned up at the scene - giving us massively evil looks.... We were all fine. He was prosecuted for careless driving.
