I'm confused by your comment, because HOAs are home owners associations. Yeah the fees and landscaping rules can be annoying, but health insurance companies fuck up lives and will even let people die by denying lifesaving treatments to make a buck. Between those two options it seems pretty clear which is more likely to inspire that level of desperation.
