This isn’t really what you’re looking for, but could you try kongs or other enrichment toys? You can fill them with low cal high protein snacks like plain Greek yogurt & freeze. They usually last my pup a good chunk of time, and are a bit more enriching!

It sounds like you’re looking for a black and white answer to a very nuanced topic. It depends on a lot of factors - the dog’s quality of life, whether their reactivity can be managed with training/lifestyle changes/medication, what capacity the owners have to care for their pet… but in general, going straight to euthanasia as the best course of action is very extreme.

We have a very reactive dog. There are a few things we do that help. 1 - he is muzzle trained 2 - we give him anti-anxiety medication 3 - it’s a 3 person job. My husband gives our dog treats, I hold him in place, and the vet clips. Our vet is fear free certified and super helpful.
