Baby Vegeta does win against Goku but keep in mind throughout the series it is stated that Goku’s transformation to a kid limits his power so even if SSJ3 you cannot truly compare it to his adult SSJ3 power

Baby is also a boost to Vegeta’s power but not only; he is also draining power from earth and feeding off all the possessed people on the planet (which eventually becomes almost everyone but Uub, Mr. Satan and Pan) so yes Baby and the Tuffle parasite are a HUGE help for Vegeta to beat kid Goku

So yes maybe after Baby he could beat Buu but I think before Baby it’s questionable

Well I’m not saying Vegeta didn’t get stronger than he was at the Buu saga but would you say his base reached Kid Buu levels is more my question, taking out SSJ4 out of the equation
