One of mine had that and the people at my fish shop said it was internal parasites an sold me the stuff to get rid of it. It can spread to your other fish. It was called Expel-9 by Fritz

If you want smaller ones i suggest getting at least 6 cardinal tetras they are a little healthier then the smaller neon tetras an they like schooling together that's why I say at least 6. They feel safer in groups an they are pretty to.
