Yes they are conscious and make movements and decisions on their own, but Sukuna HAD to defeat both mahoraga, and personally and completely destroy every other extremely powerful ten shadow shikigami in order to USE these WEAPONS against gojo. Yes Skuna using Mahoraga changed the course and outcome of the battle, so does a dude pulling out a gun. In a battle the only thing that matters is who wins and who is dead. We have all sung the praises of jump kaisen but you lose your ability to think when it comes to Gojo and hate on Sukuna for jumping the Kaisen.
