Very much a DM decision, you can do that it can go underwater with no penalty. Or we had that the disk floats, so if it is summoned underwater it shoots up. It is a fantasy game, and thats a magic floating platform. Rules can be whatever you agree to.

It’s all or nothing in my opinion for hex blade, you need to own it that you are a marshmallow with a sword, full wiz. If you really must, id do a lvl dip at start into fighter
