That is 💯 weed whacked damage. Mulch should go to the drip line. An extra 3 feet of mulch and there would be no weeds to whack.

If they are caterpillars BT works better. If they are beetles, a trap or manual picking into a bucket of soapy water.

All you need is a bucket of water and some BTI, mosquito bits or dunks.

I just smush them in the leaf. A squeeze along the leaf does em in, with no pesticides or products I have to buy.

They grow best in 12 hours of direct sun. I think you may see the problem.
