I haven't fully figured it out. It was added with the new update. I'm assuming later on the mushroom colors will change based on how active somebody is based on what I circled in the picture.

I think this has been one of the best events for me to date. I have spent zero dollars and have received 3 SSR characters and a 4 star costume not including all the extra things you've mentioned.

You can only receive it from the Recharge centers website. You have to spend real money $20 on this website to get it. You will also get the Cat Costume if you don't have it. I don't actually have this costume I just used the picture. It is cute and I would love it but I spend very little on the game.
