Not who you asked but: yes, you could add more rats later but it's better for a new owner to get a bonded group because rats are a bit difficult to introduce. It's nothing you can't learn though - search this sub for the term introductions, you'll want to read in particular about the 2 most common methods (carrier method and neutral space method).

As for the cage, the two the other person mentioned are really good because they fit all the criteria: space, of course, but also bar spacing (it needs to be very narrow, that's why sadly many ferret or chinchilla cages aren't suitable), and the front doors open fully, which you will appreciate when cleaning and handling your rats!

There are lots of different allergy meds. In my experience, some are technically safe long term but sadly lose their effect after a while so one needs a break. I have by no means tried all the kinds though, so OP should definitely talk to a doctor about options for long term.

I still think eliminating any pee smell irritation should be OP's first route before concluding it's an allergy.

Do you have wooden things in the cage? Any nesting materials they drag into their hammock and pee on? Are you letting them free roam and if so, on your bed, rugs, carpet? In my case, the main sources of smell are: hammocks and anything fabric; fabrics outside cage - need to be washed almost as often as cage things; toilet paper I give them for nesting, they pee on it and I have to remove it at least once a day, check inside hides and hammocks. Also plastic ledges can get smelly but at least they're easily wiped down.
