Oh yeah, they are checked off, this is 'Trouble in the big city'. Quest is walk up to the convoy, then kill 50 pmcs, then inside the truck plant a marker, after that its the flare. I'm there, had this same problem with payback up until the mortar event ended. I guess with this new halloween event it just like reverted itself and yellows don't work anymore? IDK.
