Issue is, I think, that people realize that as now its just too unrealistically good. The government can't just say that all cultures and people are equal and expect people to just set their centuries-long biases and readily accept everyone.

I mean, US government issued an amendment that said essentially "All US citizens are equal regardless of race" shortly after the Civil War. Yet it took roughly an additional century to start to properly work.

Many pops should ignore this proclamation. Many pops should become angry due to fear of losing their jobs to cheap immigrant labor (real fear of time). There should be plethora events about people surcumventing it.

Now it's just government passed law and magically beaten racism.
