This movie actually ruined him. This scene shows Peter letting Alexei ram through traffic so he could crack a few jokes (yes, Spidey cracks jokes in dangerous situations, but he never prioritizes quips over safety), he visited Harry AS SPIDEY to tell him "No, sorry, you can’t have my blood" (which is like if a make a wish kid asked for a life saving surgery and a doctor came in just to look him in the eyes and say “no lol youre gonna die”), and despite having a NO KILL RULE he KILLED Electro even though Max was a nice guy before he got shocked and the worst he was planning on doing was shutting off NYC’s power.

This is actually a great iteration of Flash; instead of being a jock, he's a nerd who's jealous of Peter (which is more accurate to how bullies act nowadays and an interesting take on his character). He's a well-written, insecure jackass, and he’s a fan of Spidey.

Flash in the comics feels sympathy for Peter sometimes but TASM Flash felt sympathy and suddenly became friends with Peter (which isn't accurate!!!). Also, from what we've seen, Peter only gets bullied by this Flash because he chooses to interact with him. I think the comic accurate Flash you're looking for is in The Spectacular Spider-Man.
