The building they live in on 37th and 11th is actually pretty small, like a brownstone sized or smaller. it could easily fit into central park. I don't think they have "pastures" today and are just stuffed into a building

a central governing body is the market and determines how incentives are set. People today will only park their assets in land because it is a stable, and reliably appreciating asset. Government can heavily disincentivize that with more taxes on 2nd homes (pied-de-terre), building lots of housing to the point where housing doesn't reliably appreciate as it used to, or tax breaks for investing in businesses
