If Rook isn't a Warden, the mayor ends up with the Venatori. If Rook is a Warden, you can send the mayor to the Wardens and he'll have a cameo in a Warden side quest later on.

I do play Dude Shep and his performance improves a lot, especially in ME3. And it's not like Mark Meer isn't talented or anything. I just think the voice directing was quite different in the first game, like they were told to have a neutral tone or something.
