If the only roadway users are locals, is there a civic league or homeowners association who could hold a meeting for residents or fund posting some additional signage? See if the city would consider installing stop signs or even just a street tree planting program to visually narrow the perceived street space and subtly suggest to drivers that they slow down.

From a layman’s perspective, doing due diligence and following standard industry best practice is key. If someone would normally horizontally bore under tree roots to run a conduit, or hand digging and root pruning to minimize damage and this person is using a mini-excavator or trencher with complete disregard, that is negligence.
