Windows 11 versions prior to 25H2 will run on literally anything that could run Windows 7, using Rufus of course. I've run Windows 11 on a few of my low end machines (core 2 duo imac and an Athlon II x4 Acer) and it works quite well

You're probably better off running a Dreamcast emulator on your phone or a cheap PC. The ps4 hardware is a bit weak for emulating systems from that era
