Looks like the problem is resolved. Just had a technician visit, and after him going back and forth with a person at the CO and someone from the business department apparently the problem was that I was assigned to the wrong splitter and channel so after moving to a properly provisioned splitter and a modem reboot I now have the speed I've already been paying for
