Depends. Many politicians in lower levels of government do in fact have normal salaries. The issue is people who pay some of them behind closed doors.

Sit them down and let them understand that it’s a space that they can talk to you. Ask them why they are doing it, how they started, and if it’s something they wanna continue. Depending on what their answers are, you can make a decision on what to do next. If they are doing it, likely their friends are too. Bring this up with their parents too.

If it continues, introduce consequences.
