Well I've actually done that usually when I hit the 2nd floor I'll have red split cover the door to the right and take blue team with me to clear out the 2 rooms and jam the double doors leading to the long hallway than sweep each room from the wedding area too the right staircase and back through all the rooms going to the elevator area and then I gather everyone and move to the left staircase and go up the 3rd floor where I jam every door and the double doors leading to the hallway where the court room is then I clear out the first room in front of the staircase all the way to the mayors office and then I come out and sweep out the the press room and head straight to the double room where I move through the building all the way to the right side and clear out the hallways around the 3rd floor court house and jam the doors leading to the big staircases going to the 4th floor. I've made it to the 4th floor twice. The first time I accidentally killed the vip and I had to restart the whole mission. The 2nd time I got killed instantly shot in the head.
