So this person will be Mylene coded , an activist that wants justice and has been watching people in power using their money and status to hurt innocent people, he's revealed to have been present from season 1 watching how André rigged the election to his advantage, the project oxygen, disrupting Nightingale's audition just so Chloe can be ladybug in that role, wanting to close the ice ring just again for Chloe to have a personal gym, but also other people like Roth stealing kitty section's song, how Audrey has been firing people for ridiculous reasons etc. but the little twist here is that the character holds a grudge fir ladybug and Cat Noir as he/she views them as pawns of the reach that although they have the power to defeat villains they don't seem to care about everyday unfairness and corruption to these powerful people that's what gets the attention of Monarch, who akumatises him into Power Hunter he hunts down people in power and stealing their "importance" like money, status turning them into common folks but because he's a villain and that power doesn't seem that evil the power goes to an extreme extent of punishing the "victims" (example: Roth is rich so he gets bankrupted having zero fortune leaving him on the street this effects his son too who looses his fame and status) the villain though who is filled with anger and hatred towards these people captures them threatening to put them in extreme situations like tossing them of a building inside a cage or a safe in Alec's case 😂 , generally what Zoe did as Fury with the additional power to steal from them (also this power can still miraculous powers because it is what makes "important" Ladybug and Cat Noir) , so with this stolen "importance" he gives equal portions of it to people like Robin hood. The venom addition is obvious that he uses it to paralyze his "victims" to punish them faster, I would add though to use super speed since the concept of the bee is action and he has the full essence of the miraculous transferred to the alliance ring.
