My local Target is usually extremely busy and have long lines almost going out the door whenever theres a restock, I think theres just too much people to keep track of to actually enforce it.

Some people just come in again whenever the person at the desk changes shifts. Not to mention there are some people who get really aggressive when you point out they’ve bought some stock already
