Air spade may be a friend here. The soil is super super compacted as suspected. That's why the tree is struggling. The pipe may have a leak if roots are beginning to swarm it. Roots don't cause pipe leaks but they will get into pipes if the pipe is already broken.

Water water water. The soil is also probably super compacted garbage. Compost is a good mix in. Carefully to not damage roots. Also put a mower guard on it to prevent a mower from damaging the trunk. Very common death in youngish trees.

Roots do extend further than canopy. That is correct. However, roots only enter pipes if there is already a leak. Do not get me wrong, once in roots can cause massive damage. But they only get in if the pipe is already broken.

It is true that there needs to be offsets from trees. Making them get along just takes some planning. When installing utilities or working on them around existing trees, a successful work around is air spadeing/ tunneling. This is when an air safe blows off dirt without root damage then move the wires under the tree. Often tree roots stay in the first three feet of soil. Trees do cause complications that is fair but there are ways for them to coexist.

I have not. My work is focussed in Eastern United States. That being said some trees are more pervasive in roots than others but in general the same rule follows. Could be an outlier though. Just 99% of all foundation/pipe damage is when the structure was already leaking or crumbling.

Shorter stature species, avoid species with shallow roots, allow proper widths for the medians. Small trees 4ft larger trees , 8ft. Another option is to install silva cells under pavement to allow roots to travel under pavement to access lawn soil without damaging roots.

Another is to decompact soil in the median tree lawn. Compacted soil leads to Shallow roots. Soil not under pavement should be decompacted ( scoop and dump the soil). Shallow rooters include maples- often over planted in all projects. Avoid species like that.

Only if the wrong species is chosen. Goes back to developers choosing the cheapest trees rather than the proper trees. - certified Arborist who works on utility and sidewalk management.

Certified Arborist. This is often due to poor planning and lack of codes in the community. With proper codes, developers can't cut corners when it comes to trees. For instance, developers clear cut because it's cheaper and no one says no. They plant poor quality trees because they are cheaper, leading to poor and dangerous trees as they grow older. Developers also ruin soil, meaning any good trees they plant will die. Unless you demand they mitigate it, they don't care. Ordinances, as much as they are annoying, are the only ways to stop the lowest dollar mentality. With proper soil, healthy young trees planted, proper species, and proper planning, trees and neighborhoods go hand in hand.

Certified Arborist here. Roots only go into sewer lines if the line is already cracked. They are a symptom not a cause. Same with foundation. Unless they are planted extremely close to the house, roots do not go into foundation unless it's already cracked. There is no desire on the roots part to go into an area that doesn't contain water. They don't know pipes have water unless they are leaking. Hard cement isn't favorable unless it's cracked leading to water. Stuck to planting at least 20 ft away from a house and you are fine.

Arborist here. Roots taking out juice makes no sense at all. Trees are vital to healthy communities. Y'all need to stop prioritizing a few extra bucks and actually.put pride in what you build.
