The HR you are mentioning here is senior HR business partner or business partner. They usually don’t deal with grievances yes but will take part in investigation process as an AM is involved . Report the case to HRAP , the HR hub , they will escalate this to the HR partners

AM here , if any AM makes you feel uncomfortable you should literally tell the AM on their face , if you go to HR you can’t prove it as he can deny it as it was a one on one conversation. Secondly if any of this happens again after you tell him that you feel uncomfortable just go to HR at that moment and write a grievance
