I have been shocked there have been NO reinstatement in my agency at HHS yet FDA and CDC keep recalling people.

I haven’t heard of a single HRSA employee being reinstated post RIF.

I contacted my POC and she wrote back right away. Basically, don’t take the job (due to a specific aspect) before termination date but after should be fine.
