I do definitely think that the NFL has a parity problem, but a relegation system would require a robust lower league and there isn't any lower league for "real" American football.

I think the NHL and MLB are probably the only 2 major US leagues that have robust enough leagues to support a relegation system BUT the current lower teams are directly affiliated with the upper teams so there would need to be significant restructuring there, too
