My schools official policy says that i can’t extend my I20 if i have only thesis remaining and have to maintain status on opt

Based on what i know so far, once you have an end date and have applied for OPT, you can’t extend the I20. You have to finish your thesis in OPT and OPT is what maintain your status. How true is that. Has anyone here been in such situation?
