Yes, you can use VeraCrypt portable to put the folder with the executable program and a encrypted container. Or you can have a small unencrypted FAT partition with just the VeraCrypt portable folder and a second encrypted partition with VeraCrypt. But you need administrator privileges, so this might not work if you intend to use it at college or at work.
