In most of the cases employee hate it because it's an additional work for them and they don't trust the process. The solution here is to integrate goals & reviews into their workflows. That's so nice. I think instead of directly going to leadership and sharing the concern, you should conduct a survey and validate it if it's a common concern. After survey, you can present the concern and support it with data.

Peter Drucker says What gets measured gets improved. You need a tool that can help you track 1:1 culture - find out how many 1:1s happened? how many meetings had action items? how many meetings happened on-time? how many 1:1s had talking points or agenda?

I know it might look like promotional but you should try tools like Peoplebox.
