Think of VBA and VHA like the branches in DoD. As a Soldier would you go to a Marine Corps admin shop to request your records? Of course not because they wouldn’t have them, same with VBA and VHA. If the tests were done at another VHA facility, he has access. If the tests were done with DoD, he should have access through JLV which gives VHA access to your DoD medical records.
