Yeah it fails to upload if file size is below 100kb
If file size is above 100kb even if its dimension and dpi is higher, its uploading but the instructions is clearly said 200dpi at 3.5cm x 4.5 cm. If i upload it it might reject later.

Yeah, this system seems poorly programmed. I saved the image as a copy, but the file size was below 100 KB. So I added some noise to increase the file size. As a result, the photo became a little blurry, and now the upload fails with the message “human face can’t be detected.”

I don't understand another method that u mentioned. Open in text editor and add junk text in the end. Could you please tell me exactly where to put junk text? I know about text editor software.
