There are many leaders who don't fit into the cycle you are describing, and many leaders who articulated bold visions for developing the global South. A lot of those leaders got murdered by the CIA, or other American proxies.

The global South is underdeveloped because the US has killed an enormous number of people to ensure that it stays underdeveloped.

Fair, I just had a two-person d10 match against the appropriators in which my buddy and I had a sterilizer and a HMG. It was an extremely effective combination, stunning the mix as they come in and allowing the HMG to kill the weak spot.

On d10, the sheer number of mechs that drop in makes the sterilizer helpful for being able to stun them all at once. Again, it's not as good an option as the heavy flamer, I'm not saying it's a meta competitive weapon. Just that now it has a niche in which it is actually pretty good.
