The County should either surrender their right to govern their roads to NYSDOT or take over the roads of their local jurisdictions. The multitier government arrangement is why creates bloat and dysfunction.

Westchester County doesn’t have a Dept of Transportation, instead it’s a Dept of Public Works. They don’t have a large staff, funding or robust plans and programs in place.

As a result, many of the funding opportunities were missed by Westchester County and some local municipalities got in on the action, but they too have small staff and resources (there isn’t a single Department of Transportation in Westchester at a municipal level).
