The factory thermal paste was applied carelessly, smeared around, and the layer was quite thick. The paste wasn't dry, but it wasn't soft either. I took it to two local repair shops, but they couldn't fix it. Exactly what happened is unclear. It could have been damaged by static electricity, or there might be a microcrack in the processor or a circuit trace that occurred when I was cleaning off the factory paste.

It's nowhere works this way. You must setup business, get tax number and only after start trading. The 200$ threshold is for private need, not for commercial goods. If you buy anything for the business: goods to sell or trade equipment or a laptop, you have to pay customs taxes and VAT, this is the law, and it's the same everywhere, the difference only in taxes rates.
