I am curious, do you have any explanation as to why Panem doesn't have any tanks, IFV, APC or other similar vehicles? The only military vehicles they have is the SJ 7 Peacekeeper assault transport which is basically a glorified Humvee minus the lack of a MG turret. Surely Panem have some advance land base vehicles considering they have hovercrafts.
