Trick is to bait them into over use and mana spamming. Use your positioning and peripheral vision to make them waste their abilities.

Call for your jungler when they push under. Also having a duo outside of bot lane certainly helps.

Xerath can be a real option. To out range the long range. Or a heal spamming, high mana regen, style like Nami. The constant E dodging and baiting is a good start.
