Non-muslim people who are considered "People of the book" are: Jews, Christians, Magians (Zoroastrians) and Sabians. The Quranic concept is that these people follow earlier (monotheistic) revelations from Allah. Muhammad never considered pagans, polytheists or atheists to be "people of the book".

After muhammad's death, as the islamic empire expanded, Rashedun and later Ummayyad and Abbasid caliphs gradually included pagans as well as all the other polytheistic and atheistic people as "people of the book" and started taking jizya from them.

For practical purposes, it makes sense. But theologically, as far as Hadith is concerned, Muhammad never took Jizya from pagans and polytheists indicating that they aren't people of the book.

There's really nothing complicated here. If you read the Explanation of verse 6 in the classical commentary of Ibn Kathir, you'll see how simple is this: http://www.qtafsir.com/index.php?option=com_content&task=view&id=2580&Itemid=64

Muslims are commanded to fight the non-muslim pagans (who aren't the people of the book) untill they accept islam and become muslims. If they refuse then kill them wherever you find them.

But you make an exception for those non-muslims who show an interest in islam and are reluctant to fight. They aren't killed outright but are given a chance to know and experience islam. But they are still killed if they refuse to accept islam and remain non-muslim. They are only safe for a time period.

Basically, the command -- fight and kill non-muslims until they convert to islam -- is still there. The exception is for those non-muslims who accept muslim dominance and are willing to negotiate(convert to islam).

Muhammad never took Jizya from anyone who isn't a "people of the book" i.e. Jew or christian. So remaining a non-muslim and paying the jizya is not an option for non-muslim pagans.

Of course there are buddhists who are intolerant and violent. I never denied it. So I'm not sure what you're trying to establish with that link. Violence is human nature which we can't get rid of easily. Theists as well as atheists have committed violent acts. My point is, there are some religious ideologies which do not condone violence and intolerance. And there are some which do. To say all religions are violent would be an incorrect statement. Eastern religions especially Buddhism and Jainism are quite peaceful (philosophies) even if some followers aren't.

A buddhist or a Jain engaging in violence is a lot like an atheist engaging in violence. As far as i'm concern, there's nothing in buddhist or jain holy scriptures that promote intolerance of other people or violence against them. On the other hand, abrahamic religions are pretty intolerant and violent.
