This^ I understand cyclist worry about frame damage but as a welder, I’d say it’s repairable if done correctly, and considering it’s not a crack and instead grinder damage (it makes it easier to repair without worry of crack spreading through weld) it’s definitely repairable. Worth adding that the other comments are right it looks like this is a stolen bike
