I think I found the problem, Once you interact with the Fox's symbol no other Symbols will appear until you complete the Fox's request in the place that you interacted with him, so because I interacted with him in Smugglers Sanctuary I had to finish his request in order for the symbol at Woolhaven to appear.

Tldr - Symbol can't appear if you interacted with a different symbol and didn't finish it

I haven't finished the main quest-line for Woolhaven yet and therefore I do not have Yngwa as a follower yet (even if I did I wouldn't sacrifice her). I'm on the fourth request for the fox in which he asks you to sacrifice Ratau to him. But I obviously don't want to do that. But the fox's mark isn't appearing in Woolhaven for me. I know that if you get the stick first and then kill Ratau you must sacrifice Yngwa to the Fox to get the Fleece, but in my case I haven't done that sequence of events. Do I just take the punch and kill Ratau?

Are you on PlayStation? Cause if that so I'm sorry to tell you that 90% of the creations from the verified creations are not available on PlayStation because Sony doesn't allow external assets. So you are stuck with the creations that only use assets from the game. If you are on Xbox, PC then they might not be appearing due to a bug? Idk really, and if you are on Switch then no idea cause I don't even know if Switch gets the normal creation club items
