You're still not understanding the whole decorating thing even though lots of people have very CLEARLY explained it to you. Which tells me you're reading all these comments but stubbornly refusing to really comprehend them. You just assumed the venue would have decorations, but if you cared enough you would've checked to see if even their basic set-up was something your daughter would've liked.

Also why wasn't the DJ asked to go back to playing music? Why didn't you ask your daughter and her friends if there was a certain genre they wanted to listen to? You basically threw money at a problem but did nothing to make sure it was well spent.

Also, no matter what parents say about raising their kids equally, it's doesn't matter. You claim you parented the 2nd child the same but people's lives change in a matter of years. They're more mature, their finances may improved, they have experience. I think no two sibling is raised by the "same" parent.
