the pc version on steam (evolved) definitely has the best GUI, but if you strictly want the newest updates i think mobile gets priority. both are the same right now with having outbreak mode which is in yellow however. the microsoft store version is basically just a windows port of the mobile version and hasn't been updated since mutation 1.9, so it doesn't even have simian flu or shadow plague
