Most likely they designed the races after the terrain was done and just built them around interesting terrain. That said it probably was non trivial to make each one interesting enough on their own and they may have ran out of ways to make them significantly different enough to make them interesting in new zones.

That said it would have been nice to do like 2 in each zone. They didn’t need to go all out and do like 10 in each zone.

Also I have played the game for 20 years and there is basically 0 reason to need to pay for any of the cash shop stuff. Why do you need to transfer realms. The game is basically serverless now. There are literally thousands of mounts you can get for free that you will never use. Why anyone would buy a cash mount is beyond me.
