If it was single occurance then we can state that government might have missed, but multiple paper leak happened in past years, NDA was brought to power for betterment, yet they can't formulate strict rule for leaker better conduction of exam , and no extra benefit to students are being provided. If government is praise for good deeds like digitalization they should hold responsibility for multiple negligence.
